Office of the City Manager
The City of Rockville’s Office of the City Manager works in close partnership with the Mayor and Council to ensure Rockville remains a vibrant, welcoming place to live and work. We engage directly with the community to provide thoughtful recommendations to the Mayor and Council—empowering residents to help shape the future of their neighborhoods. Appointed by the Mayor and Council, the city manager guides the day-to-day operations of the city and helps ensure strategic alignment across departments and initiatives.
Our priorities include:

Jeff Mihelich, City Manager
Jeff Mihelich is an International City/County Management Association Credentialed Manager with over 30 years of experience in all areas of city management and community planning, including 13 years of executive-level management experience working directly with elected officials.
Mihelich most recently served as the city manager of Bozeman, Montana, for four years. He previously served as deputy city manager of Fort Collins, Colorado, for six years.
Mihelich has significant experience developing and implementing progressive public policy in rapid-growth communities. His career focus areas include affordable housing; diversity, equity, and inclusion; parks and natural areas; growth management; land use; solid waste and recycling; transportation; mobility; transit; arts and culture; economic development; performance management; climate action; private-public partnerships; strategic planning; budget development; finance; capital development; neighborhood revitalization; recreation services; sports events; and tourism.
Mihelich’s accomplishments included creating the Inclusive City Initiative, which reviewed city policies, training and frameworks in specific areas of treatment of minority populations; leading the development of Belonging in Bozeman, the city’s first-ever diversity, equity, and inclusion plan; and developing a new $2.5 million annual grant program to support local social service providers.
