About File an ADA Complaint

Rockville is committed to its responsibility under Title II of the Americans with Disabilities Act (ADA), which ensures that city services—including buildings, events, parks, activities, and meetings—are accessible to the public. Rockville values inclusion and works to ensure that people of all abilities can fully enjoy what the city has to offer.

If you believe you or someone else has been discriminated against because of a disability and prevented from participating in city services, you have the right to file a complaint within 60 days of the alleged discrimination using the form below.

For concerns outside Rockville’s Title II responsibilities that involve services the city does not provide, you have the right to file a complaint through the Maryland Commission on Civil Rights or the U.S. Department of Justice. If this is a workplace related complaint, you can also file with the U.S. Equal Employment Opportunity Commission.

The ADA coordinator will meet with you to discuss the complaint and possible resolutions. If the ADA coordinator is the subject of the complaint, it will be routed to the deputy city manager. The initial determination will result in one of the following:

  • Dismissal: The reason for dismissal will be communicated in writing.
  • Informal resolution: The resolution will be documented in writing for all parties involved, including supervisors of city employees.
  • Full investigation: A final determination will be provided in writing within 60 days.

You may appeal a complaint decision to the deputy city manager within 30 days of the ADA coordinator’s decision. The deputy city manager will make a final determination within 30 days of the appeal. You may appeal if:

  • The ADA coordinator did not consider all available information.
  • New information has emerged since the investigation.
  • The ADA coordinator showed bias in the process.
