Animal Matters Board

Established by Section 3-91 of the Rockville City Code, the Animal Matters Board addresses petitions and other animal-related issues referred to it. The city manager designates an individual, who is not a city employee, to serve as the animal review official on an ad-hoc basis. The board provides written recommendations to the chief of police and animal review official when requested. It also offers education and counseling on responsible animal ownership, maintenance, and treatment. Additionally, the board advises the Mayor and Council on matters related to the care, training, maintenance, and regulation of animals in the city.

Members

The Animal Matters Board consists of three members appointed by the Mayor and Council, each serving a three-year term or until a successor takes office. At least one member must be a veterinarian or have training or experience in animal care and training. One member is appointed chair by the mayor and confirmed by the council. Two alternate members may sit on the board in the absence of a board member. The chair designates which alternate member will sit on the board if only one board member is absent. If both alternates are absent, the council may designate a temporary alternate.
