Mayor and Council Approve New Affordable Housing at 41 Maryland Ave.

The Mayor and Council have approved a plan to allow construction of a 147-unit affordable apartment building at 41 Maryland Ave., bringing new housing to a long-vacant property in Rockville’s Town Center and supporting their priority of expanding access to affordable housing in the city.

The approval, on Nov. 17, amends existing plans for the site that will replace the existing surface parking lot with a residential building. The project supports the goals of the Rockville 2040 Comprehensive Plan and the 2025 Rockville Town Center Master Plan, which call for more homes near transit, jobs and amenities, and more affordable housing within Town Center.

The building will be located a short walk from the Rockville Metro station and will include bicycle parking and upgraded sidewalks along Maryland Avenue and East Middle Lane. Future site plan review will address final building design, pedestrian access and other required improvements.

As part of the approval, the Mayor and Council granted a height waiver allowing the building to reach 137.25 feet. A parking reduction was also approved to require no on-site parking spaces, consistent with planning guidance for this site and for the Town Center area that encourages reduced parking requirements for sites near transit, bike routes and public garages.

A site plan must be submitted within one year for further review.

The project will contribute to the city’s ongoing efforts to expand housing options in Town Center and make productive use of vacant or underused land in areas already served by existing infrastructure.
