Keeping, Using, and Caring for Animals

With the cold winter weather, your local government reminds you of our animal nuisance ordinance. Below is an abbreviated copy of the City of Rockville’s policy on animal nuisances:

An owner of an animal is in violation if such animal constitutes an animal nuisance or is a menace to public health or safety. The term “animal nuisance” shall mean and include, but is not limited to, any animal:

  • That is at-large or off-leash (unless in a designated off-leash area with supervision or off-leash with permission as provided in section 3-23).
  • That interferes with freedom of movement.
  • That attacks, without provocation, other animals or people.
  • That makes disturbing noises.
  • Whose custodian fails to maintain sanitary conditions.
  • That is present on school grounds or a designated playground area unless authorized by park authorities.
  • That is an unsecured animal in heat, except for planned breeding.
  • That damages others’ property.
  • That is considered potentially dangerous.

Custodial Arrests

  • 2/25/26, a male, age 42, was arrested on an outstanding warrant for burglary and violation of a peace order in the Unit Blk. of W. Montgomery Avenue.
  • 2/27/26, a female, age 31, was arrested for assault in the 1900 Blk. Chapman Avenue.
  • 2/27/26, a male, age 34, was arrested for burglary, malicious destruction of property, and disorderly conduct in the 14000 Blk. Shady Grove Road.
  • 3/1/26, two males, ages 44 and 32, were charged via citation for drinking in public in the 2000 Blk. Veirs Mill Road. 
  • 3/1/26, a male, age 34, was arrested for disorderly conduct in the 200 Blk. Park Road.

Incidents

  • 700 Blk. Dover Road, two unknown subjects stole merchandise from a commercial establishment on 2/23/26 at 2:25 p.m.
  • 5700 Blk. Wainwright Avenue, an unknown subject vandalized a vehicle between 2/17/26 and 2/22/26. Incident reported: 2/24/26.
  • 15000 Blk. Frederick Road, an unknown male displayed a handgun and stole U.S. currency from a commercial establishment at 8:06 p.m. on 2/24/26.
  • 2000 Blk. Henson Norris Street, an unknown subject stole a package from the porch of a residence at 4:00 a.m. on 2/13/26. Incident reported: 2/25/26.
  • Woodburn Road and Gilbert Road, an unknown subject assaulted the victim at 10:00 p.m. on 2/25/26. Subject was described as: a Hispanic male in his 30’s, wearing a brown Carhartt jacket.
  • 2000 Blk. Chapman Avenue, an employee of a commercial establishment stole items from the business between 2/18/26 and 2/23/26. The victim was referred for charges. Incident reported: 2/26/26.
  • 5700 Blk. Wainwright Avenue, a known subject took a vehicle without permission at 1:00 a.m. on 2/27/26. The victim was referred for charges and a peace order.
  • Unit Blk. Maryland Avenue, three unknown subjects damaged private property on 2/27/26. Incident reported on 3/1/26.
  • 1200 Blk. Autre Court, a known female stole personal property from a residence at 10:12 a.m. on 2/27/26.
  • 700 Blk. Monroe Street, a known female damaged private property on 12/26/25. Incident reported on 2/27/26. Officer applied for charges.
  • Unit Blk. Maryland Avenue, an unknown subject fraudulently withdrew funds from the victim’s account at 3:39 p.m. on 2/27/26.
  • 12000 Blk. Twinbrook Parkway, a known male and female subject assaulted three victims at 12:20 a.m. on 3/1/26.
  • Unit Blk. Monroe Street, two unknown males attempted to steal personal property at 11:35 p.m. on 3/1/26.
  • 13000 Blk. Okinawa Avenue, two unknown subjects vandalized the a 2013 Hyundai Elantra at 3:50 a.m. on 3/2/26.
  • 1900 Blk. Stanley Avenue, an unknown subject stole a 2016 Hyundai Elantra at 3:10 a.m. on 3/2/26.
  • 200 Blk. Cork Tree Lane, an unknown subject damaged a 2018 Hyundai Elantra at 11:00 p.m. on 2/28/26. Incident report on 3/2/26.
  • 7200 Blk. Westmore Road, an unknown subject stole a Maryland license plate at 6:21 p.m. on 3/2/26.
