Legal Requirements For Maryland Drivers
Driving a vehicle in Maryland is a privilege. New drivers – regardless of age – must also complete a certified driver’s education program and additional hours of supervised practice driving. The Maryland Department of Transportation (MDOT) Motor Vehicle Administration (MVA) website offers more than 60 services, including making appointments, to help drivers obtain and renew documents and meet the requirements to legally drive in Maryland.
Remember the following checklist before getting behind the wheel of a vehicle:
- Drivers must have a valid and unexpired driver’s license and registration card while driving, and present their license and registration to a law enforcement officer when requested. The registration card must be kept in the vehicle at all times.
- Auto insurance must cover personal injury and property damage liability in amounts required by law.
- Drivers must have a valid insurance ID card whether in a printed or electronic format.
- In order to complete the registration process, drivers must obtain a certificate of title, which shows ownership. The title document, however, should be kept in a secure place other than the vehicle with other important legal documents.
- The vehicle must pass an inspection from a licensed inspection station in order to obtain the vehicle title or registration card.
- The vehicle license plates – issued once the registration is approved – must be attached to the vehicle and displayed at all times.
- Tabs showing the vehicle’s registration expiration will be issued by the MVA and must be placed on the license plates.
- The MVA requires vehicles to periodically pass an emissions test from a licensed vehicle emissions inspection program (VEIP) station.
The Maryland MVA provides extensive information about obtaining a driver’s license, if a driver holds a valid driver’s license from another state, and what to do if a driver’s license becomes suspended or revoked. Remember, the MVA will NEVER ask for personal information such as a social security number or date of birth via text or email.
Custodial Arrests
- 3/17/26, a female, age 26, was arrested on an outstanding warrant through the Rockville City Police Department for child neglect in the unit block of W. Montgomery Ave.
- 3/17/26, a female, age 45, was arrested for shoplifting in the 1500 Blk. Rockville Pike.
- 3/18/26, a male, age 36, was arrested for assault, disorderly conduct, and resisting arrest in the 200 Blk. E. Middle Lane.
- 3/18/26, a male, age 33, was arrested for shoplifting in the 1500 Blk. Rockville Pike.
- 3/20/26, a male, age 20, was arrested for burglary in the 200 Blk. Rollins Avenue.
- 3/23/26, a female, age 45, was arrested for an outstanding warrant through the Montgomery County Police for theft in the 100 Blk. Talbott Street.
- 3/23/26, a male, age 25, was arrested for assault and the violation of a protective order in the 16000 Blk. Shady Grove Road.
Incidents
- 700 Blk. Hungerford Drive, an unknown female stoel personal property from the victim at 3:49 p.m. on 3/15/26. The subject was described as: a Middle Eastern female with a ponytail wearing a short-sleeved shirt, a black puffer vest, and dark-colored pants. Incident reported: 3/17/26.
- 7400 Blk. Westmore Road, an unknown subject stole the rear license plate from the victim’s vehicle between 12/15/26 and 3/18/26, when the victim discovered it missing.
- 100 Blk. Jersey Lane, an unknown subject made unlawful entry through the basement door of the victim’s residence and stole two appliances between 1/10/26 and 3/9/26. Incident reported: 3/18/26.
- 2000 Blk. Veirs Mill Road, an unknown male stole the victim’s Scott Sports bicycle while it was briefly left unattended at a park at 10:00 a.m. on 3/19/26.
- 200 Blk. Richard Montgomery Drive, a known female assaulted the victim at 10:00 a.m. on 3/10/26. Incident reported: 3/19/26.
- 100 Blk. Autumn Wind Way, an unknown subject stole the victim’s personal information and applied for a credit card and two loan applications on 3/11/26. Incident reported: 3/20/26.
- 300 Blk. Hungerford Drive, a known male damaged the passenger-side mirror of the victim’s vehicle on 3/14/26 at 9:53 a.m. Incident reported: 3/20/26.
- 2400 Blk. Mc Cormick Road, a known male juvenile hit the victim in the head while throwing rocks at children at 5:40 p.m. on 3/20/26.
- Unit Blk. Taft Court, a known female stole personal property from the victim at 11:00 p.m. on 3/20/26. Victim declined to pursue charges.
- 15900 Blk. Frederick Road, a known male assaulted a domestic partner at approximately 3:00 a.m. on 3/9/26. Incident reported: 3/21/26.
- 1600 Blk. Rockville Pike, an unknown suspect stole merchandise from a business at 5:09 p.m. on 3/23/26.
