Below is an abbreviated copy of the City of Rockville’s policy on animal nuisances and potentially dangerous animals: An owner of an animal is in violation if such animal constitutes an animal nuisance or is a menace to public health or safety. The term “animal nuisance” shall mean and include, but is not limited to, any animal:
That is at-large or off-leash (unless in a designated off-leash area with supervision or off-leash with permission as provided in section 3-23)
That interferes with freedom of movement
That attacks, without provocation, other animals or people
That makes disturbing noises
Whose custodian fails to maintain sanitary conditions
That is present on school grounds or a designated playground area unless authorized by park authorities
That is an unsecured animal in heat, except for planned breeding
That damages others’ property
