Baltimore Road Improvements

Baltimore Road is a major roadway that connects the east side of the City of Rockville to Rockville Town
Center. The road improvements standardized the roadway section to make it safer, added pedestrian
safety measures at several intersections, and created easier access to the Rockville Metro station. To
protect the environment, the project followed Federal and State Environmental Requirements published
by the Maryland State Highway Administration (SHA).

Improvements

Improvements between South Stonestreet Avenue and Norbeck Road enhanced safety for pedestrians by improving crossings and adding sidewalk and bicycle facilities on South Stonestreet Avenue. Improvements between Route 28 and the city limits standardized the roadway section and added accessibility along the 1.25-mile section of Baltimore Road.

The following improvements were completed by the city in 2018 via a separate project:

  • Constructed a sidewalk on the west side (metro side) of South Stonestreet Avenue between Park Road and Baltimore Road.
  • Reallocated lane usage to allow for the installation of a bike lane between Park Road and Baltimore Road.
  • Reconstructed pedestrian ramps at Grandin Avenue and Park Road to be ADA compliant. Ensured the connection from the dead end on Grandin Avenue to the sidewalk on Park Road is adequate and ADA-accessible.
  • Upgraded the existing pedestrian crossing signs along Park Road to pedestrian and bicyclist warning signs.
  • Replaced the existing steel plates, which extended over curb slots within the sidewalk, to improve the sidewalk condition, but still have an effective means of stormwater conveyance.
  • Provided bump outs on Baltimore Road at Grandin Avenue. Provided one crosswalk on the eastern leg of the intersection.
  • Reconstructed the pedestrian ramps at all four corners of Grandin Avenue and Baltimore Road to be ADA-compliant.
  • Upgraded the existing pedestrian and bicyclist warning signs along Baltimore Road near Grandin Avenue.
  • Provided bump outs on Baltimore Road at South Horners Lane. Provided one crosswalk on the western leg of the intersection.
  • Reconstructed the pedestrian ramps that cross South Horners Lane at Baltimore Road to be ADA-compliant.
  • Upgraded the existing pedestrian crossing warning signs along Baltimore Road near South Horners Lane.

The following improvements were completed by the State Highway Administration via a separate project:

  • Realigned the sidewalk north of Baltimore Road from the roadside of First Street. Removed existing sidewalk leg that led pedestrians to cross Baltimore Road away from the intersection and crosswalk.
  • Added accessible pedestrian signal push-buttons and countdown pedestrian signals at intersections.
  • Installed curb and gutter.
  • Installed storm drain inlets and pipes.
  • Resurfaced the road.
  • Applied stormwater management practices for new or replaced impervious area.
  • Improved the alignment where it will be a benefit for vehicular travel and drainage.
  • Added sidewalks where they previously did not exist, where possible.
  • Extended the shared use path from Calvin Park to the Millennium Trail at the intersection of First Street.
  • Stream restoration.
  • Culvert replacement near Rockville Cemetery.
  • Landscaping and tree removal and replacement.

$7.7 million, $3.6 million of which was covered by a grant.
