Apply for a Hawker, Peddler, Solicitor License

An annual Hawker, Peddler, Solicitor License is required for any person to go from house to house in the City of Rockville for the purpose of hawking, selling, peddling, vending, or offering for sale goods, wares, merchandise, services, or food of any kind. 

A Montgomery County license is not a substitute for a City of Rockville license. Article VII and Article IX of Chapter 12 of the Rockville City Code help regulate and monitor hawkers, peddlers, and solicitors in the city.

Exceptions

You do not need a Hawker, Peddler, Solicitor License if you are:

  • A person who is upon the premises at the request or invitation of the owners or occupants.
  • A city resident under 16.
  • A city resident soliciting on behalf of and authorized by a nonprofit organization. 

Report an Invalid License

If the license of a solicitor, hawker, or peddler does not look like the license pictured below, contact the Community Enhancement Code Enforcement Division at 240-314-8330 Monday through Friday between 8:30 a.m. and 5 p.m. After-hours calls should be made to the Rockville City Police Department’s non-emergency line at 240-314-8900.

The license badge includes:  

  • The solicitor’s current photo. 
  • The solicitor’s name and address. 
  • A brief description of the merchandise to be sold, such as building materials or cable television subscriptions.
