Red-light cameras have been installed throughout Rockville to help encourage safe driving. Revenue from red-light camera citations funds public safety projects.

Red-Light Camera Violations

A violation occurs, and a citation may be issued if:

  • A vehicle stops with all four wheels over the white stop line while facing a red signal.
  • A vehicle fails to come to a complete stop before turning on red.

A citation will not be issued if a vehicle crosses the white stop line and enters the intersection while the light is yellow and is still in the intersection when the light turns red.

Under Maryland law, red-light cameras may only be used to enforce red-light camera violations.

Red-Light Camera Citations

Red-light camera citations are civil citations, not moving violations. They do not appear on driving records, and no points are assessed. Insurance companies cannot access red-light camera citations or raise rates due to them.

In Maryland, the registered vehicle owner is responsible for the citation, regardless of who was driving at the time of the violation. Citations are sent to the registered owner’s address on file with the Maryland Motor Vehicle Administration (MVA) within 14 days of the violation.

If you receive a citation, you must pay the fine, request a court hearing, or transfer liability. Failure to act
may result in the MVA flagging your vehicle registration, preventing renewal. In that case, the registered
owner must pay an administrative flagging fee, in addition to the original fine, to renew the registration.

Options After Receiving a Citation

The fine is $75 and there are no added late fees.

A court hearing request must be received at least five days before the payment due date. You will receive a notice in the mail with the court date, time, and location. If you appear in court, the maximum fine is $100, plus $22.50 in court costs. Follow the instructions on the back of the citation and mail your request to:

The registered owner of the vehicle may declare they are not liable if another person was driving at the time of the violation. Follow the instructions on the back of the citation and mail your request in an envelope marked “Transfer of Liability” to:
