About Propose a Capital Improvement Project

Each year, the City of Rockville proposes a new budget for the upcoming year that includes new projects and improvements for facilities and infrastructure. These large-scale projects are called capital improvement projects and are budgeted for in the city’s Capital Improvements Program (CIP). All CIP projects are listed in the city budget. Visit rockvillemd.gov/budget to access the FY 2027 budget and review existing CIP projects for examples.

As the city begins preparing for the FY 2028 budget process, community members are invited to propose capital projects for their neighborhoods by completing the Capital Improvement Project Proposal Form. Proposals are accepted from July 1 – Oct. 1, 2026.

A summary of submissions will be provided to the Mayor and Council, the city manager, and applicable city department staff. Submitted proposals will become part of the FY 2028 budget public record, beginning with the first budget public hearing in fall 2026. Eligible Capital Improvement Projects

To qualify for inclusion in the CIP, a project must fall under one or more of the following categories:

  • The acquisition of property for a public purpose
  • The design and construction of a major new city facility or infrastructure
  • The design and construction of a major addition or extension of an existing city facility or infrastructure
  • The design and major improvement, rehabilitation, or repair of a city facility or infrastructure
  • A significant one-time investment in new technology or upgraded technology infrastructure

If the project involves a road or intersection, make sure the road is maintained by the City of Rockville before submitting a proposal. City-maintained roads are identified by blue street signs. View an example of city street signs.

Before Submitting a Proposal

Residents are encouraged to share feedback on all aspects of city operations. However, this form is specifically for large-scale projects that provide long-term community benefits and may be considered for inclusion in the Capital Improvements Program.

For smaller-scale projects, maintenance issues, or other concerns, please use the appropriate form or process below instead of completing the Capital Improvement Project Proposal Form.
