In 2007, the Mayor and Council voted to move ahead with a comprehensive study of over 150 acres bordering the Stonestreet corridor. The goal of the study was to identify key sites for action and short- and long-term implementation steps, and strengthen relationships through finding consensus in the corridor area. The study area covered the east and west sides of North and South Stonestreet Avenues, from Westmore Road to the north to where South Stonestreet Avenue dead ends to the south. After a series of five community meetings took place between May 2017 and February 2018, a final Stonestreet Corridor Study was published in May 2018.
The Stonestreet Corridor Study led to the development of two amendments to the 2002 City of Rockville Comprehensive Master Plan that were adopted in 2019 and 2020.
North Stonestreet Avenue Amendment
In March 2019, the Mayor and Council adopted the North Stonestreet Avenue Comprehensive Master Plan Amendment. This amendment changed the planned land use classifications for a set of properties that had been designated for primarily single family detached, with some residential attached, development to designations that promote a mix of residential and commercial uses and provided additional design guidance that included placing the more intense development furthest from existing single-family detached residential and appropriately scaling new development nearest the existing residential areas.
Park Road and North/South Stonestreet Avenue Amendment
In July 2020, the Mayor and Council adopted the Park Road and North/South Stonestreet Avenue Comprehensive Master Plan Amendment. This amendment changed the planned land use classifications for a set of properties that had been designated for a mix of commercial and service industrial uses, as well as detached residential, to designations that promote a walkable, transit-oriented mix of residential and commercial development, and provided additional design guidance that included placing the more intense development nearest the Rockville Metro station and appropriately scaling down new development that would be adjacent to the existing residential areas.
Stonestreet Plans and the Rockville 2040 Comprehensive Plan
In August 2021, the Mayor and Council adopted the Rockville 2040 Comprehensive Plan as the guiding policy document for land use and the built environment for the city. The Rockville 2040 Comprehensive Plan supersedes the 2002 City of Rockville Comprehensive Master Plan and all of its amendments, including the two amendments resulting from the Stonestreet Corridor Study.
The work completed through the Stonestreet Corridor Study has been carried forward and incorporated into the Rockville 2040 Comprehensive Plan. The Planning Area 2 chapter of the Rockville 2040 Comprehensive Plan includes the entire geography of the Park Road and North/South Stonestreet Avenue Amendment, as well as part of the North Stonestreet Avenue Amendment. The rest of the North Stonestreet Avenue Amendment is found in the Planning Area 6 chapter. Members of the community and developers should refer to these chapters of the Rockville 2040 Comprehensive Plan when looking for guidance on the land use vision, policy, and goals in the Stonestreet corridor.
