Board of Appeals

Established by Section 25.04.03 of the Rockville City Code and guided by its rules of procedure, the Board of Appeals is responsible for hearing and deciding all administrative appeals and applications for variances and special exceptions, as outlined in the Zoning Ordinance and other city ordinances. Board meetings are open to the public and televised live on Rockville 11.

Under Maryland law, decisions on quasi-judicial matters must be based on information provided in the public record (written or oral testimony). Therefore, no communication should occur outside the public hearing. The Board of Appeals follows guidelines on ex parte communications. The city maintains a list of development applications subject to limitations on ex parte communications.

The Board of Appeals consists of three members and one alternate. Board members elect their own chair and serve overlapping three-year terms.
