About Home Energy Assistance Program

The Home Energy Assistance Program (HEAP) provides one-time financial assistance to eligible City of Rockville residents who reside in housing with documented energy inefficiencies. HEAP aims to assist residents in accessing local and statewide programs providing weatherization services, home energy assessments, and comprehensive energy audits, while supplementing up to $1,000 for utility efficiency retrofits. The community services referral coordinator will refer residents to appropriate available public and private resources to supplement the financial assistance provided by HEAP funds, when needed.

How to Apply

Review the eligibility criteria, eligible expenses, and ineligible expenses below. Return a completed application to the Community Services Division at hcd@rockvillemd.gov.

Applicants must meet the following criteria to be eligible for financial assistance from HEAP:

  • Applicants must reside in the corporate city limits of Rockville at the time of application and for the period of at least six months prior. Use our address finder at www.rockvillemd.gov/services to determine if you live within Rockville city limits.
  • Applicants must meet 60% AMI guidelines and be previous or new Emergency Assistance Program recipients who use electricity or natural gas for energy and heating purposes. 
  • Applicants must be PEPCO, BGE, or Potomac Edison customers to obtain access to home energy checkups and audits. 
  • Applicants can be either renters or homeowners. If the applicant is a renter, the program may require written verification from the landlord.  
  • Applicants must have applied and already been approved for one of the following programs:
    • Maryland Energy Assistance Program (MEAP)
    • EmPOWER Maryland Low-Income Energy Efficiency Program (LIEEP)
    • Weatherization Assistance Program (WAP)
    • Enhanced Weatherization Program
  • Applicants must provide documentation of three months of utility bills. 
  • Applicants must provide documentation of the comprehensive home energy audit.
  • Applicants who are renters must provide documentation from the landlord or property manager of approval for energy-efficient retrofits. 
  • Applicants must agree to reside at the property for which energy-efficient upgrades have been made for one year post-retrofit.
  • Applicants must provide documentation of three months of utility bills post-retrofit as delineated in the service agreement.
  • The property for which assistance is being sought must be the applicant’s primary residence. If the applicant leases space in their primary residence to a renter or renters, they are eligible for HEAP assistance only with the express consent of the community services manager.
  • Applicants must demonstrate that previous rent payments have been made by the applicant for the property for which assistance is being sought. 

HEAP funds may be used to pay for the following energy-efficient upgrades: 

  • Insulation in the attic, floors, and walls.
  • Blower door air infiltration reduction.
  • Hot water system improvements.
  • Lighting retrofits.
  • Furnace cleaning, tuning, and safety repairs.
  • Refrigerator retrofit, if applicable.
  • Health and safety items:
    • Moisture and mold remediation.
    • Asbestos abatement.
    • Installation of smoke and carbon monoxide detectors.
    • Radon mitigation.
    • Roof repair and replacement.
    • Plumbing and electrical repair.
    • Structural repair.
    • Removal of lead hazards.
    • Approved electrical repairs.

HEAP funds may NOT be used to pay for the following expenses: 

  • Past-due utility bills.
  • Household repairs or upgrades that are not energy-efficient.
