Housing and Community Development Department
The City of Rockville’s Housing and Community Development Department works to expand access to quality, affordable housing and promote fair, equitable relationships among landlords, tenants, and common ownership communities. The department also helps maintain safe, habitable housing through Community Development Block Grant programs.
The department provides a range of community services, including utility and rental assistance, emergency financial aid, family care management, youth development programs, and mental health counseling. Staff also offer seminars on financial empowerment, affordable housing, social services, youth mental health, substance use prevention, conflict resolution, and stress management. These services support family self-sufficiency and overall well-being.
In addition to these services, the department also provides referrals to local human service providers offering financial assistance, housing and temporary shelter, emergency food, child care, treatment for drug and alcohol misuse, health care, mental health services, and more.
The department is making strides in advancing housing initiatives and community support programs.
Human Services Needs Assessment
In response to shifting community demographics, the city conducted a Human Services Needs Assessment and Gap Analysis in 2024 to evaluate how well current services align with growing needs.
