Planning Commission

Established by Section 25.04.02 of the Rockville City Code and guided by its rules of procedure, the Planning Commission is responsible for formulating and revising the city’s master plan as needed. The commission reviews and makes recommendations to the Mayor and Council on all applications for map and text amendments and project plans. It also reviews and makes recommendations to the Board of Appeals on special exception applications, decides on site plan applications, and approves all subdivision plans and plats. Additionally, the commission initiates and conducts planning studies and performs functions as necessary for the city’s overall planning operations.

Commission meetings are open to the public and televised live on Rockville 11. Applicants and those wishing to provide testimony should review the commission’s online meeting and public hearing procedures.

Under Maryland law, decisions on quasi-judicial matters must be based on information provided in the public record (written or oral testimony). Therefore, no communication should occur outside the public hearing. The city maintains a list of development applications subject to limitations on ex parte communications.

Members

The Planning Commission consists of seven members who serve overlapping five-year terms. The commission elects a chair each year.
