City Seeks Input on Proposed Election Changes

November 1, 2026

Proposed revisions to Rockville’s city charter and elections code could lower the municipal voting age to 16, establish term limits and update the administration of city elections. The Mayor and Council will hold public hearings on Monday, Nov. 2, and Monday, Nov. 9.

Rockville’s next Mayor and Council election is in 2027.

If adopted, the charter amendments would limit members of the Mayor and Council to four consecutive four-year terms, require them to be at least 18 to serve and lower the voting age to 16. The proposed elections-code ordinance would update campaign finance and enforcement provisions, define the powers and duties of the Board of Supervisors of Elections, and make other administrative changes.

The Nov. 2 meeting begins at 5:30 p.m. and Nov. 9 at 6:30 p.m. in the Mayor and Council chamber at Rockville City Hall, 111 Maryland Ave. The public hearings will take place during the meetings.

To speak in person or virtually, or submit written testimony, complete the online form or call the city clerk’s office at 240-314-8280 by 10 a.m. on the day of the hearing. In-person participants may also sign up at the chamber entrance.
