Rockville is committed to maintaining livable residential neighborhoods. A threat to that quality of life is excessive speed on residential streets and high volumes of vehicular traffic, especially when neither the origin nor destination of the traffic is within the neighborhood. Excessive traffic contributes to increased noise, vibration, air pollution, and visual intrusion. Additional traffic also accelerates street deterioration. Higher vehicle speeds are associated with an increased likelihood of crashes.

To counter the effects of cut-through traffic and speeding, the Traffic and Transportation Division has
developed strategies to divert or alter traffic flow through neighborhoods, as well as measures to calm
traffic and reduce speeds. Efforts to reduce traffic volume and speed have proven successful in Rockville
and many other communities. Effective neighborhood traffic management can create a safer, more
pleasant residential environment. These strategies and implementation criteria are outlined in
Rockville’s Guidelines for Neighborhood Traffic Management.

How to Request a Traffic Review

Review Street Classifications

Each street classification serves a different function and is treated accordingly in neighborhood traffic calming efforts. Street classifications can be found on the Rockville Streets Map by clicking a road segment. The maximum volume threshold for each neighborhood street classification is defined in the Rockville 2040 Comprehensive Plan. Neighborhood streets exceeding these thresholds are considered to have a volume problem.

Gather Petition Signatures

Residents seeking a traffic review must gather signatures for a Traffic Diversion Petition or Speed Control Petition and return it to the Traffic and Transportation Division by emailing transportationinquiry@rockvillemd.gov or delivering it to Rockville City Hall.

Evaluation and Decision

Once the petition is received, the city will complete a comprehensive review of traffic patterns and impacts. The Traffic and Transportation Division will include a public process to gather feedback, evaluate the affected area, and submit a report to the city manager with the complete findings. The report will be reviewed by the Mayor and Council and the city manager. Once a decision is reached, the city will work to implement changes to resolve issues affecting the petitioned area.
