Rockville is committed to improving pedestrian safety, and an integral step toward achieving that goal is to construct sidewalks in the city where they are missing. Sidewalks improve pedestrian safety and provide non-motorized routes for reaching desired destinations. 

Prioritization  

Due to the large amount of missing sidewalks in the city and the costs associated with constructing sidewalks, the city has created a Sidewalk Prioritization Policy. View a list of the city’s missing sidewalks and their prioritization. An interactive map of missing sidewalks is also available.   

Prioritizing sidewalks is based on:  

  • Utility score: connectivity to existing sidewalks and proximity to schools, bus stops, Metro Rail stations, recreational centers, and other nearby pedestrian generators.  
  • Traffic conditions score: connection to a street with higher speed limits.  
  • Other considerations: city right-of-way, public support for the construction of the sidewalk, and the potential environmental impacts.   

Petitions to construct sidewalks are available from the Department of Public Works. Before circulating the petition, citizens should consult with the Traffic and Transportation Division, 240-314-8500, to discuss the proposed sidewalk.  

One resident must take the lead responsibility to circulate the sidewalk petition. Any resident 18 years of age or older is eligible to sign the petition and will represent the approval of his/her respective household. To be declared valid, the petition must be signed by at least 50 percent of the households on the street adjacent to the missing sidewalk.  

Applicants will submit completed petition(s) to Public Works Traffic and Transportation Department. Signatures on the petition will be verified by the Police Department. Traffic and Transportation staff, in consultation with the Police Department, will validate the petition.   

As part of the city’s Vision Zero program, the city is currently carrying out a program to evaluate the feasibility of building new sidewalks in Rockville.  The program includes evaluating sidewalks for construction feasibility, designing sidewalks that are deemed feasible, and then constructing them with available resources.   

The feasibility studies help identify costs of construction and any impacts a new sidewalk may cause, including impacts to existing street trees, driveways, utilities, drainage, and any necessary right-of-way changes. The city has completed the first group of sidewalk studies and has advanced the following segments to the design phase. Group 1 includes: 

  • Frederick Avenue, from N. Stonestreet Avenue to Westmore Avenue  
  • Highland Avenue, from Grandin Avenue to S. Stonestreet Avenue  
  • Nelson Street, from the shopping center to Beall Avenue  

The following sidewalk, which was studied in Group 1, will be constructed in the fall of 2024.  

  • Monroe Street, from the shared use path to Dogwood Park  

The second group of sidewalk feasibility studies began in Spring 2024 and includes the following segments:

The city is also engaged in a concurrent project that is studying sidewalks in the Twinbrook neighborhood, which is part of the Twinbrook Safe Routes to School and Transit Accessibility Study. Seven sidewalk segments are under review: 

  • Brooke Drive from Lewis Avenue to Rockland Avenue  
  • Crawford Drive from Ardennes Avenue to Atlantic Avenue  
  • Crawford Drive from Rockcrest Circle to Hillcrest Park   
  • Halsey Road from Ardennes Avenue to Henry Road  
  • Lemay Road from Ardennes Avenue to Vandegrift Avenue  
  • Midway Avenue from Crawford Drive to Stillwell Road  
  • Wade Avenue from Crawford Drive to Edmonston Drive
