Comprehensive Master Plan

The Mayor and Council adopted a new comprehensive Master Plan for the City on November 12, 2002. The Master Plan is an important document for the City because it articulates a broad vision for Rockville's future and directs all development activities. It also guides the City's capital improvement projects.

Master Plan Process

During Phase I of the Master Plan revision process, the Planning Commission developed draft goals and policies for each of the subject areas in the plan. In the spring of 2000, three focus groups were held. Members of the community were invited to review and to comment on the goals. An open house was held June 17-18, 2000, to receive further comments on the proposed goals and policies. In July, the Planning Commission and the Mayor and Council reviewed the comments that were received and made changes to the goals and policies accordingly.

During Phase 2 of the process, Community Planning and Development Services staff reviewed background information, wrote draft chapters, and developed draft recommendations to implement the identified goals and policies. The Planning Commission reviewed the drafts at worksessions in February, March, and April, 2001.

A formal Planning Commission public hearing was held November 14, 2001, providing an additional opportunity for the public to comment on the plan (summary of the issues raised). Worksessions to discuss the issues were held on December 5 and December 19. The Planning Commission approved the draft Plan for recommendation to the Mayor and Council on December 19, 2001. The Mayor and Council held a public hearing on Tuesday, January 22, 2002, and held worksessions on March 5 and March 19, 2002. The public record closed on Monday, March 25, 2002 at 5:00 p.m. Additional worksessions were held April 22, June 3, July 9, and October 1. The Mayor and Council held Discussion and Instructions to staff on October 14, and adopted the Plan on November 12, 2002.
