Police Department

The mission of the Rockville City Police Department is to serve the public in partnership with the community, to protect life and property, prevent crime, resolve problems, and protect the rights of all people. This is accomplished by working in collaboration with the community, allied police agencies, other city departments, and stakeholders to develop and implement proactive strategies based on the community’s needs. We strive for an open, working relationship with neighborhoods, schools, and businesses to keep Rockville a safe place to live and work.

The Office of the Chief of Police is responsible for the overall management, direction, planning, staffing, and coordination of department programs and operations. It coordinates the development and administration of all promotion examinations with the Human Resources Department and conducts preemployment background investigations for all Police Department personnel. The Office of the Chief of Police is also responsible for administering the department’s operations in accordance with applicable laws, regulations, and department procedures, and for conducting disciplinary investigations in accordance with the rules of the Maryland Police Accountability Act. The Chief of Police ensures that all organizational objectives are achieved.

The Field Services Bureau (FSB) is primarily comprised of four patrol teams and a K9 unit that responds to emergency 911 calls for service. The FSB also includes specialized services that provide community engagement throughout the City of Rockville, including dedicated schools, the traffic unit, a mental health specialist, a crime analyst, and the Criminal Investigations Unit.

The Police Communications Center operates 24/7 under the Administrative Services Bureau (ASB), which is responsible for answering non-emergency police service calls within the City of Rockville. Communications personnel are also responsible for entering all warrants and performing warrant validations.

The ASB provides essential administrative and management support services to the department, along with technical support to police operations through various technologies, analysis, education, training, and the maintenance of active and historical records and warrants. The ASB also coordinates budget administration, financial management, and procurement.

With a focus on education, investigation, and enforcement, the ASB coordinates, implements, and oversees safety-related traffic programs such as speed cameras, red-light cameras, and parking enforcement. The Neighborhood Services Unit (Animal Control) responds to animal-related calls in Rockville and collaborates with the Montgomery County Animal Control Unit.

The Rockville City Police Department has been accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) since 1994. The ASB manages and ensures that the department adheres to CALEA’s professional standards.
